TERMS OF REFERENCE (TOR) FOR THE FINANCIAL AUDIT OF HEALTH ACCESS CONNECT FOR THE PERIOD 2023-2024

  1. Background

Health Access Connect is a non-governmental organization committed to linking remote communities to health care. To ensure transparency, accountability, and compliance with financial regulations, the organization seeks to engage an independent auditor to carry out the financial audit for the fiscal year 2023-2024.

2. Objectives of the Audit 

The primary objective of the audit is to obtain an independent opinion on the financial statements of Health Access Connect for the year ending June 2024. The audit will assess the fairness, accuracy, and reliability of financial reports, ensuring compliance with:

  • International Financial Reporting Standards (IFRS) or Generally Accepted Accounting Principles (GAAP), as applicable.

  • Donor-specific financial reporting requirements.

  • Local financial and regulatory requirements.

  • Internal financial policies and procedures of the organization.

3. Scope of Work 

The selected auditor will be responsible for:

  • Examining financial statements, including the balance sheet, income statement, cash flow statement, and notes to the accounts.

  • Assessing internal control systems to identify strengths and weaknesses.

  • Reviewing accounting records and supporting documentation to verify accuracy and completeness.

  • Evaluating compliance with applicable laws, regulations, and donor requirements.

  • Conducting risk assessment and identifying any areas prone to fraud or mismanagement.

  • Auditing expenditures to ensure they align with approved budgets and funding agreements.

  • Providing recommendations for financial management improvements where necessary.



4. Deliverables 

The auditor is expected to provide the following reports:

  • Audit Report: A comprehensive report detailing the audit findings, including the auditor's opinion on the financial statements.

  • Management Letter: A document highlighting weaknesses in internal controls, financial risks, and recommendations for improvement.

  • Compliance Report: A review of adherence to donor guidelines and financial regulations.

5. Auditor Qualifications and Experience 

Eligible audit firms must:

  • Be duly registered and licensed to practice audit services in Uganda

  • Have extensive experience in auditing non-profit organizations, donor-funded projects, or similar entities.

  • Have a team of qualified professionals with expertise in financial auditing, risk assessment, and regulatory compliance.

  • Demonstrate a thorough understanding of financial management in the non-profit sector.

  • Provide evidence of previous audits conducted for comparable organizations.

6. Audit Duration and Timeline 

The audit is expected to be conducted within the following timeline:

  • Start Date: - 23/04/2025

  • Draft Report Submission:-  23/05/2025

  • Final Report Submission:- 30/5/2025

Any delays in meeting these timelines should be communicated in advance, with valid justifications.

7. Submission of Proposals 

Interested audit firms are required to submit a proposal including:

  • A company profile detailing experience and expertise.

  • Methodology and audit approach.

  • Team composition and CVs of key personnel.

  • Proposed timeline and work plan.

  • Financial proposal, including audit fees and payment terms.

8. Selection Criteria 

The selection of the auditor will be based on:

  • Demonstrated experience in auditing non-profits and donor-funded projects.

  • Understanding of financial reporting frameworks applicable to the organization.

  • Cost-effectiveness of the financial proposal.

  • Technical competence and capacity to deliver within the specified timeline.

The Finance Officer will work with HAC staff and partners to efficiently and effectively implement the Finance department processes  as well as Office administration so as to ensure value creation and building of sustainability within the organization

 

Key Duties & Responsibilities

1.     Record all bank,cash and mobile money  transactions

2.     Record all staff and program expenses

3.     Carry out monthly reconciliations for all accounts.

4.     Following up on accountability and reporting any discrepancies.

5.     Follow up on Insurance (Health and Automobile)

6.     Filing receipts, invoices and all finance documentation

7.     Support actively in the external audit process.

8.     Follow up with the procurement needs of the organization

9.     Take part in the tightening of the financial controls.

10.  Support in end month reporting

11.  Update all finance spreadsheets that are utilised by the programs department

12.  Support in preparation of payroll and filing returns.


 

Qualifications, Technical Competences, Skills, and Experience

EDUCATION

●       Bachelors’ degree in Business Administration/Commerce/Finance or Economics with a bias in Accounting or its equivalent.

●       CPA / ACCA or any other relevant professional course at level one qualification will be an added advantage.

WORK EXPERIENCE

●       At least two years of relevant work experience

●       Experience working with QuickBooks is an added advantage

●       Experience in reconciliations

●       Experience in using digital payment platforms

REQUIRED

●       Strong writing skills in English

●       Fluency in both spoken and written English.

●       Computer skills: proficiency in Microsoft Word, Excel, and PowerPoint.

●       Proficiency in using google suite

●       Ready to make frequent field visits.

 

 Compensation

This position is designed as a consultant (40 hours/week) position. Compensation is UGX 1,100,000 per month before taxes. Field travel expenses will be paid for by Health Access Connect.

About Us

The mission of Health Access Connect is to link remote communities to healthcare. HAC currently pursues this mission through three programs:

  1. Medicycles: We use microfinance Boda Bodas to bring Ugandan government health workers to set up one-day mobile clinics in remote villages. In those clinics, health workers give HIV testing, antiretroviral treatment, immunizations, perinatal services, family planning, and many other services available in rural health centers.
  2. Technical Advising: We collaborate with the Africa Resource Center and the Uganda Ministry of Health to teach and empower PEPFAR implementing partner organizations to implement the HAC outreach clinic model in an effort to improve service provision to people living with HIV and all other residents of remote communities.
  3. Treat & Teach: We improve access to family planning in the communities of Masaka and Kalangala districts by a) providing low-density high-frequency certificate training to health workers, b) setting up outreach clinics in remote communities, c) generating demand by collaborating with community health workers (VHTs), and d) reducing commodity stockouts by providing buffer stocks and improving commodity tracking at partner health facilities.

Summary

The Maintenance Officer will work with HAC staff and partners (majorly Govt. Health Facilities and rural communities) to conduct community organizing activities, expand work to new villages and Districts where need be, collect relevant data, and network with relevant officials. 

Background

The mission of Health Access Connect is to link remote communities to healthcare. HAC currently pursues this mission through three programs:

  1. Medicycles: We help remote communities to bring government health workers and their medicines to their villages on a monthly bases. In these outreach clinics health workers give HIV testing, anti-retroviral treatment, immunizations, perinatal services, family planning, and many other services available in rural health centres.
  2. Technical Advising: We collaborate with Africa Resource Centre (ARC) and the Uganda Ministry of Health to teach and empower PEPFAR implementing partner (IP) organizations to implement alternative drug distribution point models in an effort to a) improve a) antiretroviral therapy (ART) and general treatment health service provision and b) decongest health facilities.
  3. Treat & Teach: We improves access to family planning in the communities of Masaka and Kalangala districts by a) providing low density high frequency certificate training to health workers, b) setting up outreach clinics in remote communities, c) generating demand by collaborating with community health workers (VHTs), and d) reducing commodity stock outs by providing buffer stocks and improving commodity tracking at partner health facilities.
  4. Digitalization of the Health Commodities Supply Chain: In partnership with Signalytic, we are improving the stock visibility in selected Health Facilities in Masaka District Local Government and City. This is a push from the Ministry of Health that will see a move to paperless ordering of Health Facility commodities overtime.

 

Essential Duties & Responsibilities

The Maintenance Officer will:

  • Ensure regular continuity of Outreach sites.
  • Make and maintain contacts with health workers, district health officials, and district officials.
  • Make and maintain contacts with leaders of targeted villages, VHTs and community groups within those villages.
  • Conduct meetings to explain the project and prepare community groups to mobilize and organize mobile clinics/outreaches.
  • Organize village meetings with health workers when health workers and community groups when and where need arises .
  • Report on conditions on the ground to the Coordinator and other relevant staff members.
  • Attend meetings, field work or trainings as and when requested by the Employer.
  • Submit field reports and weekly plans, including advance requests, at least 48 hours in advance of when response and transport allowance are required. Allowances for future activities cannot be given unless the field reports have been submitted for completed activities.
  • Assist Field Coordinator in compiling monthly reports.
  • Support data collection  from health Facilities  and field sites routinely and on special request .
  • Keep in close communication with the Field Coordinator about what is happening in the Field.
  • Take photographs of HAC work when possible, Collect feedback surveys and testimonials and submit them to responsible departmental heads.

 

 

 

 

Background & Qualifications

Required 

  • A diploma in Public Health, Social Sciences or any other related field.
  • A minimum of 2 years in a related field.
  • Strong writing skills in English 
  • Verbal proficiency in either Luganda or Lunyankole
  • Computer skills: proficiency in Microsoft Word and email and some experience using Excel 
  • Ability to ride a motorcycle with a Valid Riding License

Preferred 

  • Experience working in the public health sector, community engagements and mobilization.
  • Experience using Google Drive products and project management software

  • Experience or willingness to travel and work in remote, rural locations
  • Ability to work with minimal supervision

Compensation

This position is designed as a part-time (24 hours/week) position. Compensation is

UGX 650,000/= per month before taxes. Field travel expenses will be paid for by Health Access Connect.
